As more people call Idaho home, Idaho Smart Growth brings Idahoans together to keep our communities vibrant and lands healthy.
Idaho Smart Growth is a 501 c 3 non-profit organization.

Who we work with
Our constituency includes all residents of Idaho. Our research and
outreach efforts will continue to encourage an inclusive discussion
of how all Idaho residents are affected by the consequences of growth
and the implementation of smart growth policies. We focus activities
on the constituencies listed below:
- Agricultural interests
- Business and economic development leaders
- Community activists and organizations
- Elected and appointed policy makers
- Environmental activists and organizations
- Neighborhood leaders
- Professional land use and transportation planners
- Transportation reform advocates
- Underserved/underrepresented populations
Idaho Smart Growth is guided by the following
values
Neighborhoods and communities possess attributes their residents cherish.
Growth should protect and enhance these qualities.
Communities need not accept the unintended consequences of sprawling,
haphazard development such as traffic congestion, loss of open space,
and erosion of traditional character. Historically, these consequences
have been encouraged through land use and transportation policies.
They are not inevitable.
Livable neighborhoods and communities are built by creating housing,
transportation and employment choices and opportunities for everyone.
Idaho Smart Growth focuses its activities around communities and
neighborhoods and supports active, creative, engaged citizens and
leaders.
There is wisdom in learning from the past and applying this information
to create good alternatives for the future.
Idaho Smart Growth Services and Resources
Idaho Smart Growth works to create incentives that allow communities to grow in a way that makes sense.

Education – Idaho Smart Growth provides workshops, presentations and programs on a variety of topics that increase understanding of planning design and transportation principles and strategies to effectively manage growth and create more livable communities. Assistance/Information – Idaho Smart Growth provides technical assistance to interested citizens, community leaders, planning officials, and developers on successful smart growth strategies. We maintain a database of relevant books, manuals, articles and other materials.
Advocacy – Idaho Smart Growth engages supporters in efforts to speak up for growth and transportation related policies and tools that encourage better managed growth and efficient public investments at state, regional and local levels.
Citizen Participation – ISG assists neighborhood and community organizations to effectively participate in growth related decisions in their community.

Board of Directors
Doug Fowler President, is the founder, President and CEO of Lenir Ltd., a company specializing in real estate development, project management, construction management, and project administration. Fowler has over 30+ years of real estate development, project management, and consulting for real estate related companies with an extensive background in developing new business partnerships, negotiating contracts, and managing business relationships. He has pursued a management career, building and leading business development initiatives and has international experience. Doug has most recently worked as project manager for the Harris Ranch development in east Boise. He is an Idaho native and graduate of Northwest Nazarene University .
Rob Hopper Vice President, Rob is a member of the Caldwell City Council and the Chairman of the Valley Regional Transit Authority Board of Directors. Rob’s civic interests have included efforts to revitalize Caldwell ’s downtown core, improve pedestrian and bicycle transit in the community, and improve the service level Caldwell provides its citizens. As a community leader, Rob serves on many other boards and committees. Hopper is employed as an Information Technology consultant at Hewlett-Packard. The Hopper family has a long history in Canyon County. Rob’s great-grandfather was an early mayor of Caldwell and his father served on the Caldwell City Council in the ‘70’s.
Charles Hummel - Secretary, was born and raised in Boise. After earning bachelor’s and master’s degrees in Architecture, he became the senior principal of Hummel Architects. His professional and personal involvement in civic issues was recognized when his peers elected him to the College of Fellows of the American Institute of Architects. He has served on both the Ada County and Boise City Planning and Zoning commissions. Charles is a founding member of the Idaho Conservation League, which was instrumental in the passage of the state’s Local Land Use Planning Act in 1972.
Jane Lloyd - Jane has been involved in civic issues for more than 20 years. She chaired the Boise Downtown Plan Committee, was a member of the Boise Comprehensive Plan Committee and organized the creation of the Business Improvement District and Downtown Boise Association in Boise . Before moving to Boise , she served as a city council member and planning and zoning commissioner. In addition to Idaho Smart Growth , Jane is a board member of the Boise Arts Commission, The Boise Contemporary Theater and the Treasure Valley Family YMCA.
Bill Clark Bill is the principal of Clark Development active since 1991 focusing on determining the best use and value potential of property and working through the design and approval process. Bill has worked as a consultant and developer. He has been a senior staff member with two national consulting firms specializing in development economics and project planning. Prior to establishing this firm, Bill managed development projects for Teutsch Partners, a real estate investment and development firm based in Seattle. Bill is a full member of the Urban Land Institute (ULI) as well as its Recreational Development Council.
Susan Eastlake- Treasurer, is a principal in Medlin, Rourke & Eastlake and served three terms on the Ada County Highway Commission.
Pat Takasugi Pat Takasugi is a 3rd generation family farmer from Western Treasure Valley with his wife Suzanne and their 3 children, Taylor (13), Cole (11) and Paige (9). Having just completed 10+ years as the head of the state agriculture department, his knowledge and experience of agricultural issues span across Idaho and the nation. Except for 5 years in the U.S. Army serving as a “Green Beret” captain, he has farmed in Canyon County most of his life. From the Wilder Holme’s Elementary School, Vallivue High School and Albertson’s College of Idaho, his past and current education read Idaho from top to bottom. Open space, farmland preservation and quality of life have been issues of primary interest since deciding to return to farming in 1977. Driven by a strong desire to make a difference Pat seeks opportunities to make Idaho a better place to live and to raise a family.
Steve Lockwood was elected to the Sandpoint City Council in 2005. He retired from Bell Telephone System as Operations Manager. Steve Chaired Sandpoint's Downtown Revitalization (2001-2) and the City of Sandpoint Planning and Zoning Commission (2003-4). He also developed "Park Cottages," an award winning, infill housing project.
Staff
Rachel Winer Executive Director, Rachel comes to Idaho Smart Growth from the Idaho Conservation League where she served as the Outreach Coordinator from 2000-2007 and was deeply involved in the successful 2001 Boise Foothills Levy. Rachel was the campaign manager for Neighbors Protecting Idaho, the group that defeated Proposition 2 and it’s efforts to eliminate land use planning in Idaho. She began her organizing career in Idaho in 1998 at United Vision for Idaho working with Idaho Rivers United, Snake River Alliance, Greater Yellowstone Coalition, Palouse-Clearwater Environmental Institute, Idaho Smart Growth, and Idaho Conservation League.
Rachel graduated with a B.A. in 1995 from James Madison University in Harrisonburg, Virginia, and in 1998 with a J.D. and Certificate in Environmental and Natural Resources Law from Northwestern School of Law of Lewis and Clark College in Portland, Oregon. Rachel is a graduate of the Boise Metro Chamber of Commerce’s Leadership Boise program and is a member of the Boise Young Professionals. Rachel is a new member to the Boise City Club board of directors and will be joining the executive committee of the Urban Land Institute Idaho District Council in July.
Elaine Clegg is our Special Projects Manager. She became Idaho Smart Growth Co-Director in May 1998 after serving on the project’s advisory committee. Elaine stepped back from the roel as ISG Director when she was elected to the Boise City Council in 2003. She will serve as Council President in 2007. An Idaho native, she has been an activist in growth management issues in the Boise area since 1984. She was a leader in the establishing the Hull 's Gulch Nature Preserve. Elaine has served as a director on several non-profit boards and is currently a member of the Surface Transportation Policy Project Board of Directors. She has a B. A., Painting and Drawing from Boise State University, and is a professional graphic designer.
Deanna Smith became the Office Administrator for Idaho Smart Growth after serving on the Board of Directors since the organizations inception. She is the President of the East End Neighborhood Association and is directing the update of the Neighborhood Plan for the East End . She has been actively involved in community activities since moving to Boise in the 1980's, working in numerous staff positions in the non-profit community and more recently as a volunteer. Deanna currently serves on the steering committee for the Blueprint for Good Growth and the Ada County Open Space Task Force representing ISG.

Interns
THANK YOU to ISG Volunteers and Interns!
Over the last couple years, more students and other folks have expressed interest in serving as interns for Idaho Smart Growth . We were initially hesitant because we weren’t sure how much time an internship program would take to administer. It’s a good thing we got over our uncertainty because we’ve learned how much interns can help ISG.
Last spring and summer Laurie Ode volunteered to reorganize the Idaho Smart Growth library and update the database of our collection. This fall BSU student Narciso Lansdown completed research on trasnit issues and worked on our library reorganization. Thank you!
In addition, BSU students Mary Grant helped us in the past with our library of model development regulations and Temsha Huttanus helped build our website and continues to offer technical support. Meridian High seniors Courtney Nigh and Serena Avert have helped research legislative issues in the past. BSU student Coby Harrod helped us with small volunteer projects as needed even though he wasn’t receiving academic credit for doing so. Thanks to all of you! We look forward to more assistance from interns in the future.
